New Location and Time for April Meeting
Our April 21st meeting will be at The Egg & I Restaurant at 2809 S College Ave in Fort Collins starting at 11.30 am. Your program feedback has consistently indicated a desire for more time with the speaker so we have advanced the starting time which we hope will be more convenient for you and provide for an extra 15 minutes of program. We plan to conclude at 1:15 pm and, as always, understand if you need to leave before the end of the program. All future lunch programs will start at 11.30. We will continue to explore different venues.
June 3rd Networking Event
Registration is now open for the June 3rd Networking event at Biaggis from 5-7 pm. This information and networking event is cosponsored by ASTD, NCCA and NCHRA. It is a great opportunity to learn more about all three organizations and extend & enhance your network. There is no charge but you must register.
ASTD NRC Web Site
Work has begun on our new web site. The first version should be available by the end of the month with basic information and registration capabilities. Features will be added as we go. Thank you for your patience.

At our May 19th meeting we will be electing officers for the coming year. We have openings for VPs of Membership, Communication and Technology. June 2009 Networking Event for ASTD-NRC, NCCA and NCHRA
  Join us for a very special networking event cosponsored by ASTD NRC, NCCA (Northern Colorado Coaches Alliance) and NCHRA (Northern Colorado Human Resource Association). This is your chance to learn more about each of these organizations, enhance your referral and network base, and of course, meet other interesting people.

Like ASTD NRC, both NCCA and NCHRA are dedicated to human development in general, and to the professional development of their members in particular. A representative from each group will speak for five minutes followed by 15-20 minutes of structured networking. The remainder of the time will be unstructured. Each group will have literature available including a calendar of their upcoming programs for the next three-four months.
Memberships, books or other prizes will be given away towards the end of the event. There is NO CHARGE for attending but you must register in advance through one of the three organizations. Hors d’oeuvres and soft drinks will be served (other drinks available for purchase from the bar). We anticipate 50- 70 attendees. Non members are welcome.  Register with NCCA or with NCHRA.

The Stimulus Package: What It Means for Training
The American Recovery and Reinvestment Act of 2009 (HR 1) was signed into law on February 17th by President Obama. A major goal of the $787 billion bill is to stimulate the economy and create (or prevent the loss of) millions of jobs.
The stimulus package includes more than $5 billion in training for a variety of programs across a number of US federal agencies. It also provides funds for worker retraining. Almost $4 billion is allocated to the Department of Labor and $2.95 billion of that is intended for training and employment services through FY09 (September). The Department of Labor has allocated that money to the states. The majority of these funds will go to the publicly-funded community-based workforce development programs such as Workforce Investment Boards (WIB) and One-Stop Career Centers.
A significant portion of these funds - $750 million- will be devoted to competitive grants for high growth industries, and $500 million of these funds will be invested in projects as part of the new Green Jobs Act. The competitive grants will likely require active private sector participation with community colleges or higher education institutions. Grant information should be available at the Department of Labor’s Employment and Training Administration website www.doleta.gov.
Highlights of the legislation:
Department of Labor:
Employment and Training Administration ($3.9 billion):
• $500 million for adult employment and training activities
• $1.2 billion for youth programs
• $1.2 billion for dislocated workers employment and training
• $200 million for dislocated national reserve
• $750 million for high growth industries
Community Service Employment for Older Americans:
• $120 million for training
State Employment Service Operations:
• $200 million for reemployment services
Department of Energy
Electric Delivery and Energy Reliability:
• $100 million for worker training
General Services Administration
Federal Buildings Fund:
• $3 million for training and apprenticeship programs
Department of Health and Human Services
Health Resources and Services Administration:
• $500 million to address healthcare worker shortage, including grants
Children and Family Services:
• $110 million for training services

The legislation also provides $15.6 billion for Pell Grants, up to $4680 per student.
